I remember playing Never Winter Nights way back when .......and there were 3rd party creators of adventures created with the NWN tool set.
The adventures were buggy and full of poor programming.
My suggestion for Skirmish is to have a submission system for any 3rd party content submissions.
Basically, the 3rd party content would be submitted to the Skirmish crew for scrutiny to make sure the content is sound and ready for anyone downloading it to use with Skirmish with no problems.
And if its good enough, you could sell it on your e-store (for a nominal fee). That way the author, and you could make money from it.
You could also offer a service to any third party map making publishers where they provide the maps and the Skirmish crew sets fog of war, lighting, interactive objects, traps, etc....... and both the 3rd party publisher and Skirmish split the profit.
Its a win - win scenario.

You could offer discounts to a select group of well-versed Skirmish users who could go over the submissions and make sure they work properly. And maybe even offer feedback to the creator to make the content submission even better.
